Pc Harper, 28, died after becoming entangled in a tow rope as he attempted to apprehend quad bike thieves near Reading, in August last year.
The trial of Cole, Bowers, and the driver Henry Long, 19, was abandoned in March after some jurors went into self isolation because of the coronavirus pandemic.
At the time, Cole and Bowers could not be identified because of their age but have since turned 18.
