The three-storey building is in a conservation area and is next to a mixed-use building known as Sussex House.
There are flats on the upper floors, with the vacant former EJ Winter & Sons LLP Solicitors on the ground floor.
St Laurence House overlooks the Churchyard of St Laurence Church.
The whole building will become flats if the plans are approved.
