Travellers set up an encampment in a Reading car park on Thursday.
Pictures show 18 caravans parked in Hills Meadow car park, next to Christchurch Meadows in Caversham.
A spokesperson for Reading Borough Council said: “We are aware of the encampment at Hills Meadow and officers are visiting the site today.
“An assessment is being undertaken and we will serve legal notices to leave the land."

The news comes after a court ordered a group of travellers to leave Kings Meadow, who departed on Wednesday.
The group had stayed on the football pitches for around a month, leading to children’s games being cancelled for five weeks.
They appeared to leave behind a fridge, BMX bike and wooden furniture.

A report from the Reading Chronicle revealed travellers cost taxpayers more than £300,000 in the past five years.
This included legal fees, clean up costs and repair expenses.
