A man has expressed his outrage after a parking enforcement officer allegedly mistook him for being five foot four and wearing a grey tracksuit.
Malcolm Clark, of Three Mile Cross, is disputing that the warden handed him a PCN and accurately identified him.
Mr Clark parked outside a shop opposite the Budgens petrol station on Basingstoke Road and subsequently received a parking fine.
The incident occurred on January 12 and the fine was posted to him on February 13.
“I am fully admitting to the parking ticket. The offence took place and I was definitely in the wrong there. I even came home to my wife and said I was going to get a ticket” Mr Clark said.
“What I do not agree with at all is the disgraceful way the warden has handled himself.
“He never handed me the PCN, which he says he did, so I now have to pay £70 because he denied me the 14 days grace to pay a lesser charge.”
The traffic warden also allegedly put in his notes that Mr Clark was five foot four, had grey hair, and was wearing a grey tracksuit.
“I wouldn’t be seen dead in a grey tracksuit,” he said. “I’m also 5’10 so I have no clue where he got that from. It’s ridiculous.”
The warden has allegedly claimed that he stood next to Mr Clark and handed him the ticket, but Mr Clark claims that the man simply drove past him.
“You can see from the photographs he was nowhere near me. If he had actually interacted with me he would have noticed my thick moustache, a clear identifying feature.
“He’s handled himself in a disgraceful way.”
Mr Clark said he is coming forward to publicly discuss this incident as he doesn’t want the same thing to happen to other people. The council haven’t upheld his complaint.
He sent the following statement to Wokingham Borough Council:
“I admit to parking illegally, but what I am disputing is the blatant lie and the despicable and underhanded way the CEO carried out his duties.
“Yes, he had taken photos from a distance, but in the seconds between the first and last photo to when I drove away, he could have not got anywhere near enough to hand me the PCN, to which denied me the 14-day grace.”
Wokingham Borough Council has been contacted for comment. This story will be updated once we gather a response.
