Reading manager Ruben Selles has confirmed that the English Football League will not allow any incomings until a takeover is completed.
The Royals, under a transfer embargo for nearly five years, are only able to sign free agents and loans until at least January 2025.
Currently, the only team in the EFL yet to make a signing, some are concerned with the lack of depth as the League One season kicks off in under a fortnight.
Speaking after Saturday's 1-0 pre-season win over Queens Park Rangers at the SCL Stadium, Selles was quizzed on the possibility of any imminent arrivals.
"Realistically, we are in a situation where we cannot get any players," the Spaniard explained. "Not only because of the transfer embargo but because the EFL say until the takeover is happening, we cannot get any players in until the budget is confirmed.
"Myself, I don’t expect anything at all like I didn’t expect last season. I just try to get the very best out of the players available and try to get some of the young players with us to see which ones are ready to play for us and develop with us."
This emphasises the importance of the youth coming through, with the likes of Abraham Kanu, Emmanuel Osho and Andre Garcia impressing so far in pre-season.
Cardiff City and Hull City complete this week's preparations, while Birmingham City host the Royals in the curtain raiser on August 10.
