Reading boss Ruben Selles is hoping to bring in 'at least one player' ahead of the transfer deadline this week.
The Royals are the only club in the English Football League yet to make a signing due to restrictions but star forward Femi Azeez has moved to Championship side Millwall.
Although the EFL were restricting movement until the protracted takeover of the club was complete, Selles was hopeful that the governing body will allow movement to replace the winger with 18 goal contributions last season.
Speaking to the Reading Chronicle after Saturday's 3-0 defeat at Wrexham, Selles said: "We are working in the transfer window now Femi is not with us, to bring one player at least and the EFL should allow us to do it. If the takeover happens then we should have room to get a couple more to support us. If it doesn’t happen, maybe we will need to work with free agents."
As for the takeover, which was expected to be completed last week, the Spaniard hopes American Rob Couhig to complete a deal before Friday's 11pm deadline.
"It always looks like it’s going to come ‘next week.’ I know it will come but it is very difficult to finish a deal like that. Hopefully, it will be done before the transfer window closes."
